Agree with everything you say, Bob. But I'd add: What about the two ARs and the 4th official? What in the world were they looking at while all this was happening?

Perhaps their focus was not where it should have been. For example, it appeared that the hair-pulling incident might have occurred as the teams were lining up for a free kick, or at least with the ball well away from the misconduct. Let's assume the referee was managing a wall, so his attention was elsewhere.

While the referee was managing the wall where were both ARs and the 4th looking? If they were watching the referee manage the wall then those folks failed the referee and the game. In such circumstances the ARs and 4th should not be watching the referee. They need to be watching behind his back -- to observe other areas of the field out of the referee's line of sight.

At a minimum the lead AR should be watching for pushing and shoving in the drop zone -- where the ball is likely to land -- because that's where the potential nastiness is going to occur as players jostle for position knowing the referee's attention is somewhere else.

No matter the referee's position, he can't see it all. The ARs and 4th have to be smart enough to know where to look and when, and where not to look and when. In this case the ARs and 4th must share the blame for this fiasco.

Just my opinion, of course. Others may see it differently

I worked a game with a couple of young referees (16-17 yrs.)and they both agreed that if you were to look carefully at the moments BEFORE the fouls occured you would most likely see her taking a quick look to see if she was being watched.
I asked them why they thought that, and both kids smiled and said "Because that's what WE do!"
